  Hi there. I am able to see your blog just fine. If the other person is receiving an error while trying to view your blog, can you ask them what it is and post it here?

  If the user is from the UK, there have been known issues with multiple ISPs blocking WordPress.com sites due to an over-zealous content blocking system there as well.
