Outdated Version or What's Going On?

I’m having trouble with some things on the backend of my WordPress site. I belong to Village Green Network and have been requested to add certain banners and headers to my site. I’ve watched the webinar and consulted with folks. but everything on my site looks completely different and I don’t have any of the same options. I don’t even have the option of changing to their suggested themes: Genesis or Thesis.
Do I have an outdated version of WordPress or something? Do I need to download a new one?Installing banner adsThe blog I need help with is: (visible only to logged in users)

Howdy,
There are two “flavors” of WordPress. There’s WordPress.com—this site—where we host your site for you with relatively little cost (pay for the upgrades, but the site itself is free). We take care of all of the technical details, but in exchange, we only allow themes that are part of our marketplace and do not allow plugins, as they could have security concerns or cause other issues.
There’s also WordPress.org, which is free software that can be installed on the server of your choice. You can full freedom to do anything on it—like purchase and install Genesis—but are also responsible for the technical aspects of your site (or have to find a managed host or someone else on standby).
As far as the actual layout of your backend, we’re actually using a new design that will be rolled out as an upgrade to sites using WordPress.org, most likely, in December.

Regarding the network itself, we do have restrictions on advertising on WordPress.com. If you use WordPress.org to power your site instead, those restrictions do not apply.
