Overlay when hovering on image

  I would like to display another image (or an overlay) when the reader’s mouse is hovering over.

  Is there a way to do this? I have no CSS control so I’m hoping this could be done with a few lines of HTML.

  This type of technique is not really possible with WordPress.com. This technique, similar to a popup, is also not appreciated by most readers and violates some standards and laws on web accessibility as the action is not expected nor a standard behavior when hovering over an image.

  It would require CSS and some other code to make this work effectively. Sorry.
