Overriding post_max_size

    I have seen loads of posts about this topic but still have one question.
    Can a local setting be greater than the global one.
    Our server sets it to 8M and one site wants a lot more.
    My thought is it is unlikely to allow a user to override limits set by the sysadmin otherwise why would they have set a limit.
