Hi,
The site https://thepanthertech.com/ has several 2019 posts published by the author “Masab12.” However, that author name doesn’t correspond to a WordPress.com username. There is no existent WordPress.com username “masab12.” Secondly, running the site address through WhoIsHostingThis.com suggests that it’s not a WordPress.com site.
I’m going to flag the topic for staff attention. Staff will respond here.

Hi there,
Your site is not hosted on WordPress.com, just connected here via the Jetpack plugin, and another WordPress.com account owns that Jetpack connection. Only the account that owns the Jetpack connection on a site can apply for WordAds.
Removing someone as an admin on your site directly does not cancel any Jetpack connections they made for your site.
To change ownership of the Jetpack connection you’ll have to completely disconnect the site from Jetpack, and then reconnect it using your own WordPress.com account. For more help with that, please contact Jetpack support directly via https://jetpack.com/contact-support/?rel=support

All I can see is , The Panther Tech(Not the owner) whenever I click on sign up for WordAds

You are not the owner of the Jetpack connection. The Jetpack connection was initially made by a different account, and they own that connection.
I have explained to you exactly the steps you need to follow to change your account to the owner of that connection.
