Hi there, In effect you own your domain for as long as you pay for/renew it. If you stop paying for domain renewal, you effectively give up ownership of it, but there’s a grace period before it is released by the registrar to the public and then it can be purchased by anyone. This is true regardless of which domain registrar you choose to purchase your domain from. You can read here about what happens during expiration to a custom domain purchased through WPcom: https://wordpress.com/support/domains/domain-expiration/
The cost of a new domain registration is included in the first year of any WordPress.com upgrade plan; after that you’ll renew your domain registration and your upgrade plan separately. More about that here: https://wordpress.com/support/domains/register-domain/
Hope that helps, but post back here if you have other questions about this.
