Ownership transfer

I made a blog for another person and I want to transfer ownership. I submitted an email change and now under setting, it says there is a pending email change, waiting for verification, but I never get an email to verify the change.

Changing email ID for your WordPress.com account is not ideally the right way to transfer ownership of a WordPress.com site.
You can use the actual “transfer blog” feature available on this page to transfer a WordPress.com site from one WordPress.com account to another WordPress.com account.
To answer your question though, please check for a verification email from WordPress.com on the new email ID to confirm that email ID.
Once that, the WordPress.com account you are speaking about will have that email ID.
Now, if you don’t want to change your email ID for your WordPress.com account, you can just ignore the verification request sent to your new email ID.

Do you want to transfer the entire WordPress.com username account, or only the site?
If you want to transfer the entire account, changing the email is the correct way to do it, and then the new owner can set their own password once the email change is complete. I don’t see any pending email change on this account, though, nor do I see any attempted blog transfer.
Can you please confirm the site or username account that you’re trying to transfer?

Your email address is connected to your account, not to individual sites in your account.
So to transfer ownership of that site, the new owner will first need to create their own WordPress.com account, and then you can transfer the site to them as per the instructions here:
You should not change the email address for your account, as that will turn over your entire account to the other person, including your other site, 8tracktapes.wordpress.com
