  I was watching a tutorial on building a website with WordPress. I do not see the visual editor plugin. Also how dow you deactivate and delete them?

  Page builder plugins are only used on self-hosted (or WordPress.org) sites. To learn more about the difference between WordPress.com and WordPress.org (self-hosted), take a look at http://en.support.wordpress.com/com-vs-org/
