Hi Lee,
Yes it will be possible to use CSS to change the color of that element. However, you will need to upgrade your site to the WordPress.com Premium plan first, which will install the design tools you need.
You can see what features are included in our WordPress.comPremium plan, as well as compare with our other plans here: https://wordpress.com/plans/compare
Once you add that to your site, let me know and I can help you out with your CSS.
Cheers!

Thanks for the reply jerry,
is it possible to do it in the CSS editor when you preview the custom editor mode?
Im making a site for my sister, so id just like to show her what its will look like before she buys, if not ill get her to pay-up and get the premium plan.
thanks again.

I see. Yes you can preview CSS in the Site Customizer, you just can’t publish it (so it is live on the site ) until you upgrade to the Premium Plan.
You can try the following block of code, entered into the CSS tab of your site customizer here: https://wordpress.com/customize
Here is the code to paste in:
.site-header, .site-content, .site-footer{ background: #FBF7D1; }If you like you can tweak that CSS color value (#FBF7D1) to find what works for you. You can use the following free online tool to find the 6 character hex code for any color you wish: http://www.colorpicker.com/
Feel free to experiment!
