  The final outcome on published page, does not correspond to my editing choices.

  Other than using the Right, Left and Centre choices how can I edit the layout of a page?
  Is it possible to select and drag a picture or text?
  Are text boxes available to assist in this process?

  The blog I need help with is: (visible only to logged in users)

  Your layout primarily depends on your theme. You can check the various themes from http://theme.wordpress.com/ and pick one according to your preference.
