WordPress.COM themes are each uniquely designed. Your theme options for layouts if they exist will be on your detailed theme description page at https://theme.wordpress.com/themes/publication/
Specifically, what do you want to change please? I’m asking because major changes made by as accessing and editing templates are not possible and CSS editing requires upgrading.
See here for details on purchasing the annually renewable Premium bundle http://store.wordpress.com/plans/premium/ that contains a custom design upgrade required for CSS editing:

Does Customize let me edit HTML?
No. Customize allows you to edit fonts, colors, and CSS only. You can change the appearance of a theme, but not its HTML markup or PHP code. If you require this functionality, please consider moving your blog to a web host that supports theme code modifications. You can read more about why here, and find a suitable host here. You can choose to apply your custom fonts or custom stylesheet to any of the themes available on WordPress.com. You can use any WordPress.com theme as a blank canvas if you check the Don’t use the theme’s original CSS option in the Customize → CSS panel.
