  How can i add page links at the bottom of the template?

  You will need to choose a theme that supports footer widgets. You find the list here: https://wordpress.com/themes?s=footer+widgets

  I need to be able to edit the part where Privacy Policy and Terms of Use would go, at the very bottom, below the template line
