Are categories the same as pages as far as search engines are concerned?

Search engine bots are programmed to be focused on your content. Categories/Tags have been abused by so many playing SEO games tfor so long hat there is very little weight given to them now, and none at all if the keywords used in Categories/Tags are not found in your content.
