To get paid by click for the advertising, do I need to use a paid monthly plan or a specific plan or a free plan is ok for that purpose?

There is no PPC allowed here at WordPress.COM. There are no monthly payment plans for any upgrades.

Advertisements from third-party ad networks like Google AdSense, OpenX, Lijit, BuySellAds, and Vibrant Media are not allowed on WordPress.com. If you’d like to run these types of ads on your blog, you may wish to try a self-hosted WordPress installation.
The only advertising program at WordPress.com is called WordAds and it’s for blogs on their own domains that have enough traffic to qualify for acceptance into the plan.
