It’s possible, but they’re not integrated with WordPress.com like the Paid Content block with Stripe. https://en.support.wordpress.com/wordpress-editor/blocks/paid-content-block/
There are 3rd party newsletter services that you might look at (like buttondown, mailerlite, ko-fi, madmimi and others – Disclaimer: I have no experience with any of these services and am not affiliated with them), but you’ll need to check them out separately for their ToS and cost and what payment systems they connect to since you want to get paid!
Some of these services also have plugins available for WordPress, but in order to use them here on WordPress.com, you’d need to upgrade your site to at least the Creator plan.
If the service doesn’t have a plugin, many provide a link that you can add to your website so that subscribers can sign up directly on their service.
If you want to go really “old school” register a second WordPress.com website under this same account and make its Privacy setting Private, with access available only to paid subscribers that you’ve given access to. You could then publish teasers on your public site. This involves a lot more maintenance than the 3rd party newsletter option.
Hope that helps a bit.
