Paid for upgrade / confirmed — no domain created

I’m new to this, but will try to be as clear as possible.
I have paid to upgrade my wordpress domain to a .com, and have had the payment confirmed from paypal by email. However, the site won’t redirect to confirm with wordpress, and thus establish the new domain. Therefore, it seems I have paid for a site that I now can neither view nor gain access to. The domain is not yet available directly either (i.e. typed straight into the browser).
The page moving from paypal says that there are too many redirects; I have followed the instructions from Chrome to try and correct this (allowing all cookies etc) but am still nonplussed. Having followed this advice, the only other pointer is that “it is possibly a server configuration issue and not a problem with your computer”. In any case, without the redirect the account, it seems, won’t work.
I hope this makes sense, and am very keen to get some help from anyone, not least as right now I feel I have paid good money for a delicious Friday afternoon headache.

What is the domain name you registered?
Did you also map the domain name to your blog?
If you registered a domain name and mapped it you would have been charged $5.–/ year for registration and $13.–/ year for domain mapping – add $8.–/ year for optional privacy registration (optional)
I will also flag this for the staff to help – sometimes a registration fails, in that case the staff will credit you for what you did not receive and you can get the upgrade again –

That’s exactly what I did, yes. For what it’s worth I also paid the extra $5 or so to keep details private.
I already had whatsithallabout.wordpress.com and was upgrading to whatsithallabout.com. I think this is mapping the domain name to the blog.

It looks like the domain registration failed – the staff can credit you with the charges and you can register it again
the domain mapping seems t have worked correctly, so no need to change that
