Paid plan needed to use custom domain bought through wordpress.com?

Hello. I purchased a custom domain through my wordpress.com account. I want to create a site for this domain, but it seems I have to have a paid plan to do this. I am confused why this is, when I have two other custom domains (e.g. budgieescapee.com) on wordpress.com, but not on a paid plan.
The blog I need help with is: (visible only to logged in users)

It’s okay. I have worked it out. To begin with I created the site with a wordpress.com suffix…then attached the new domain to it…then made the custom domain the primary site address.
