paid plans, filesize to import from self-hosted wordpress and multi-site

hi folks, we have decided to give a try to the wordpress.com service to host a site that was previously self-hosted and have a few of questions.
1 – is there an option for paid plan with 2 or 3 sites (independent domains) or do we need to get a separate paid account for each site?
2- the exported xml file of the biggest site is about 23mb, but it looks like the free site only allows an import file up to 15mb. is this limit removed for paid plans? how do you go about ‘cleaning’ the file with what is not needed? (i.e. lots of comments, and variations of posts in other languages)
2 – in the self-hosted we used the WPML plugin to manage multiple languages: what are the options if we move on wordpress.com?

There are no bulk deals. The upgrades each apply to a single blog for a single year when they are due to be renewed.
WordPress.com provides free blogs and hosts them free of charge. There are no bandwidth charges. All WordPress.com blogs come with 3000 megabytes (~3 GBs) of space for storing uploaded files and images. Free features are listed here https://en.wordpress.com/features/

You can set only one interface languages at > Dashboard > Settings > General.
We do not have FTP access and we bloggers cannot install any plugins, we cannot use Microsoft or Google translation widgets or any others, as they are JavaScript and it’s stripped out to preserve security on this multiuser blogging platform. http://en.support.wordpress.com/code/

i guess that the most important thing is the limit in the upload size for the exported site; have you got any suggestion? at the moment i guess that the only way is to delete stuff on the source site and hope for the best?

export and import in smaller sections – use categories to help break things up into bite sized pieces
