  I would like to add a subscriber payable for the users, do you have this? and restricting the access to certain blogs.

  Another thing to have a Shopping cart too?

  A subscriber pay wall is not possible at WordPress.com.

  If you require this and shopping cart functionality, you might be interested in a self-hosted (WordPress.org) installation. There are no restrictions on e-commerce if you set up a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities.
