Paid subsription through bluehost isnt wp free?

Ive already paid for a yearly subscription for todays date through bluehost and now when I want to start my blog process it wants me to pay 18 I don’t understand.

It sounds like you might be confused between WordPress.com and WordPress.org. To clear up any further confusion, they are two different entities.
We, WordPress.com are a cloud-based platform where we manage WordPress sites.
Whereas WordPress.org is a stand-alone software that you can download and self-host with any other hosting.

Since you’ve paid for hosting with Bluehost, your site is a self-hosted one and you do not need an additional WordPress.com subscription.
