Paid Upgrade Support

We are having an issue updating the billing information on our account. How can we contact support for our paid upgrade?
All the support pages mention contacting support but provide no mechanism to do so.

We have a paid upgrade but the option to contact a staff member is not present on the Contact page. After searching, the only option on the 3rd step is to post onto the forums, which we are doing here.

Every WordPress.COM blog has a sole owner and it is the person with the WordPress.COM username account who registered the blog under that username account and associated email address.
You must be logged in as that sole owner of the blog, who is the original Admin ie. you must be logged in under the exact same username account and associated email address that registered the blog and purchased the upgrade(s) for it.

The original owner who registered and purchased the paid upgrade is no longer associated with us. They have removed themselves from the user list on the WordPress dashboard.
The account I’m posting from here is the only user listed in the dashboard and has administrator permissions. How do we name this account the owner so that we can update the billing information?

Accounts cannot be merged. Admins who are not blog owners cannot just overtake ownership arbitrarily. However, you can contact the blogs’ actual owner and they can transfer blog ownership of any blog to another WordPress.COM username account and associated email address by making them an official user of the blogs ie. an Admin first, and then using this process https://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-wordpress-com-user-or-account

I do not have the ability to contact the original owner.
This is the nature of our support request: If the blog’s owner is the only one allowed to update billing information, we will need to manually take ownership.
Hence the need to speak with someone at support directly. We are happy to provide any proof necessary.
