Paid wordpress but No Plugin button on dashboard and no themes found

  I register a free blog “shoesstars.wordpress.com and later I purchased it and now it is a paid blog $17 paid. But there is no features available of a paid site. for instance there is No Plugin Button and no themes that usually available for a paid wordpress.

  You purchased an upgrade that allows you to access your site through a custom domain name. It doesn’t include the ability to upload plugins.

  It’s not possible to upload plugins here at WordPress.com. Plugins are a feature of self-hosted blogs running the free WordPress software, available at http://WordPress.org.
