Paragraph breaks will not stick!

  I have put in P or BR tags in the html, done single and double spaces between paragraphs in visual, and though it might take for a session, it always returns to paragraph-less state:

  This is driving me crazy. I did search the forums and nothing seems to work! I have checked the site on Firefox and Chrome, and neither shows the paragraph breaks.
