Parent function is not working in page attributes

  page issues — my blog is not allowing me to use the parent function to create pages under one main page. it disappeared in the page attributes section. it only lists template and order. Where is the parent tab at to configure my pages where I want them to be

  The parent option doesn’t show up when you don’t have any publicly published pages.
