  How do I create a parent page in the menu?

  I don’t totally understand your question, if I look into your site the, If you would like to create a page for your menu item ” Focus on Short Stories” , you can do so, by firstly creating a page, using here is a guide to help you with it Pages
  You can then , link the page to the Menu item, you can use this guide to achieve it Add the Menu Item
