I’m getting this message and can no longer access via admin page.

That is a self-hosted WordPress.org site, which we really can’t help with here.
To clear up any confusion, WordPress.com and WordPress.org are two different entities: http://support.wordpress.com/com-vs-org/
WordPress.org has complete documentation for self-hosted/installed versions of WordPress.org at https://wordpress.org/support/ and support at https://wordpress.org/support/forums/
With that said, you’ll need to access your server via SFTP or FTP, or a file manager in your hosting account’s control panel (consult your hosting provider’s documentation for specifics on these), navigate to /wp-content/plugins/ and delete the whole /kali-forms/ directory there.
That will restore your site.
Then, I recommend reporting the problem at https://wordpress.org/support/plugin/kali-forms/ so the plugin’s developers and support community can help you with this.
