"Participative" blog in wordpress.com ?

Hi,
I would like to make my blog participative, that is to allow anyone to post, and me only have to validate or not the entry somebody made, simply be a moderator. Is this possible in WordPress.com ?

There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.
