Password protecting a blog

I have just moved my blog over from Posterous, where it was a password-protected blog. I understand that you can’t make a globally password-protected blog on WordPress and that you need to add a plugin. However, I can’t figure out how to add plugins. Apparently, unless you have a paid WordPress account, the plugin tab doesn’t appear on your dashboard? Can anyone help me figure out how to password protect my blog?

No plugin is required to make a blog private http://en.support.wordpress.com/settings/privacy-settings/

There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins. To have plugins you need to hire a web host and set up your own self hosted WordPress.org install. http://support.wordpress.com/com-vs-org/
There is no upgrade you can purchase that changes this.
