I have the same problem, actually. That button seems to be gone since the last time I used wordpress.com.
There used to be a program called Windows Live Writer that you could use to make blog posts and use tables. But I don’t know if that program is still around.
Tables have always been a pain with WordPress. They like clean themes that look good across all devices, so I understand why.
Good luck! I’ll be watching this thread too.

I search the support forums before posting answers.
On March 24th, Staff introduced new features to WordPress.com and eliminated some old ones from the editor. https://en.forums.wordpress.com/topic/the-paste-as-word-button-has-been-removed-from-the-visual-editor?replies=8
They removed the “Paste as (Microsoft) Word” button from the Visual Editor toolbar in your post/page editor window. All we have now is the paste as plain text icon that we can use and it removes all formatting. http://en.support.wordpress.com/visual-editor/#pasting-text
Note: Firefox users on Windows machines may need to clear the browser cache with ctrl+shift+del in order to get Firefox to recognize the formatting.

That is great, Timethief. But I think the central question he is asking is how to get a two column table into a post.

@bocraw
Okay and thanks so much for the reminder.@loretothegreenpa
You do not need to create a table to have 2 columns in posts or pages. See https://wpbtips.wordpress.com/2009/06/10/formatting-text-pt-1/NOTE: As you are copying and pasting some content do enable this setting please:
Settings > Writing
WordPress should correct invalidly nested XHTML automatically
“save changes” -
P.S. To create your own HTML tables see here > http://wpbtips.wordpress.com/2013/04/09/table-coding-for-wordpress-com-users/

@bocraw: If you only need two columns, it is not necessary to use tables:
