I’m not seeing any upgrades associated with the WordPress.com user account you are posting from. This typically happens when you’ve ended up with a second WordPress.com user account and that second account is the one that owns the upgrade. You’ll need to log into THAT account in order to make any changes.
If you do not have access to that second account, here are a few options:

I entered the credit card information for paying the word press bill on May 31, 2022 but the account was not charged Subsequently the website was shut down. I entered the credit card information again yesterday, but I do not understand why the account has not been charged and the website activated.

Our records show that is set up with a different account.
Can you log out, then log back in with that? You can even log in with the email address that gets the purchase reminders.

When I try to login using the email address ((email visible only to moderators and staff)) which is the address in which I receive notices from WordPress on, I get a response that takes me the profile. See below

I can confirm that isn’t the address associated with the upgrades, but is there any chance you’re getting the invoices forwarded from a different email address?
You should be able to tell by looking at the “to” part of the email. That should be the address you’ll want to log in with.
