  I want to build a site where members bust pay to register and have monthly subscriptions. Is this possible on any premium version of WordPress?

  No. All upgrades to your blog on wordpress.com must still adhere to the ToS. We cannot monetize our blogs:

  If you require a site with a paid members’ only section, then take a look at paying to host your site, paying for a domain name, and software to run it. WordPress.org has free software to make such a site work but it is not on wp.com:
