Paying for a theme

  When I buy a theme, do I just pay for it once? There is no annual fee for a theme, correct?

  That’s right. Premium themes are a one time purchase good for the lifetime of the blog while hosted at WordPress.com.
  Note: Premium Themes that are licensed for WordPress.com use only cannot be transferred to self-hosted WordPress.org sites.
