Paying for plugins and upgrades before you go live ..Why?

    woudnt it be easier if WordPress just monitored when a website went live and started charging accordingly?
    Users would be able to see what they could do with plugins and upgrades then without having to buy stuff with risk of not even going live…chicken and egg, i know. …
