    Hi there! Welcome to WordPress.com; I do see you were able to purchase a Premium plan, it looks like you’ve also gotten a domain connection prepared.

    It sounds like your bank/card provider may have been refusing the payment earlier, potentially in order to protect you as their customer, if they couldn’t identify where the purchase was being made.
