Our Billing Support team handles inquiries about this. You can reach out to them for assistance with this, using the link in your dashboard that says: “Purchases are currently disabled. Please contact us to re-enable purchases.”
You can also reach out to the Billing Support team by emailing billingsupport@wordpress.com using the email address linked to your WordPress.com account.
