  Do you see any error in particular when you are trying to purchase? Please share the exact error message/issue you are seeing so that we can assist better.

  You can upgrade the plan/domain by visiting Manage Purchases (Here is the link for you: https://wordpress.com/me/purchases/). Also, please refer this support document: https://en.support.wordpress.com/manage-purchases/. It will guide you to purchase the required plan/domain.

  Moreover, as suggested by @strikebuys, if you are facing any error while trying to purchase, please share it here. He has already added Modlook tag for staff intervention. They will help you solve the error if any. :)
