  What does 800.00 per month, billed yearly mean??? Do I pay Rs.800 Per month or Its a yearly plan? Can you suggest me a best plan to start my blog?

  They are no monthly plans at WordPress.com. You will be billed yearly. As stated in below link
  Free plan is best for starters.
  Personal plan is best for personal use.
  Premium plan is best for Entrepreneurs & Freelancers.
  Business plan is for small business.
