  When I sign up, do I pay the flat $96 or is it an $8 payment?

  Upgrades are charged annually (or for 2 years) in advance. I’m afraid that currently there are no monthly payment plans at WordPress.com.

  All the subscription and plans are billed annually. So you have to pay $96in starting as WordPress does not support monthly payments.
