Hello! I am planning to use your site in order to create a forum for my students to communicate with each other. I just want to be clear regarding costs. It is my understanding that the first month is free and each subsequent month is $12.99. Is this correct?

The pricing information you have is not correct, no.
WordPress.com offers a free plan, that is entirely free for as long as you have the site.
Then we also offer various paid plans, which are billed for a full year, or two years, at time of purchase, and which renew annually/biennially.
We have a forum option available on our free plan via the P2 theme:

To post on the site, each student will need to register their own WordPress.com username account, and then you’ll need to invite them as authors on the site.
Or on our Business Plan you can install a forums plugin like bbPress, which would allow students to create their own accounts on the site without having to register WordPress.com username accounts.
Do note that if your students are under 13 years of age we will need written parental consent for them to create accounts with us. If that’s the case, let us know and we can have our teams of service team follow up with you on exactly what we’d need.
