Hi, I had 2 blogs with word press I cancelled one but the one I kept up seems to be down. Who do I contact ?

You must be logged in under the exact same username that registered the site to be able to access the site. The Admin login link to the dashboard for every blog hosted by wordpress.COM is:
http://NAME_OF_BLOG.wordpress.com/wp-admin/
Replace NAME_OF_BLOG in that URL with the actual name of your blog.
If you are not logged in under the correct username account then clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies and then login correctly under the relevant username account.

That blog is not suspended, but has been deactivated after you filed a chargeback against us.
On 10 September you bought a Premium Plan and domain, momchic.net, for that site, and it appears on 8 November you then filed a dispute for that payment with your bank. When you file a chargeback against us we disable the site and remove any upgrades on it, pending the payment of a chargeback fee:
To reactivate your site, please go to the Checkout page and pay the chargeback fee:

You can then re-purchase your Premium Plan without a domain, and I’ll need to manually restore your domain once you have done that.
You can also try cancelling the dispute with your bank, but as you filed the dispute almost a month ago chances are it’s already too late to reverse the process.
