I ran into this same issue recently my site showed “purchases are currently disabled,” and Jetpack said it was a payment limitation from WordPress. I found a similar thread where someone had trouble with their payment methods and error codes like HYMNCA, and Billing Support advised using the “Purchases are currently disabled. Please contact us to re-enable purchases” link in the dashboard or emailing billingsupport@wordpress.com for help
