Ah, if it’s really so important to do private registration, couldn’t WordPress offer it to all users for $8 per user, not per blog?

Private registration is for the domain itself, not the actual content of your blog. Registering a domain is sort of like being in the yellow pages and your contact info is made public when anyone does a search. Private registration keeps your contact details hidden from everyone else.
You don’t need private registration for your WordPress.com blog because we manage that for you and protect your privacy on our servers.
Custom Domain registration, by nature, creates a public record of your contact information. When you choose to make your registration private, it is applied directly to your unique domain name, not to your WordPress.com blog.
