I want a money transfer site like paytm but not all functionality.I want a site which can do only money transfer ,no shopping ,no bill pay,no other online eCommerce.I want site like people can add money to their wallet and then they can transfer money to any account they want.people can add money from debit card,credit card, net banking,atm.can you help me out.

There is no way to do this on WordPress.com.
A site like you are describing will need very good security and there will also be specific laws and regulations with which you’d have to comply in any country where people can use your site, so I think you need to do some more research on this before you put anything online. But WordPress.com will definitely not work for this.
