  Can premium services be paid out on monthly terms? I have some customized features I want to incorporate.

  The answer is no. We all pay up front for every upgrade at the time of purchase.

  The debit card must have a VISA or Mastercard symbol on it, and should work just like a credit card when selecting the VISA or Mastercard option on the payment form, even though it’s a debit card.

  I have some customized features I want to incorporate.

  There is no FTP access to free hosted WordPress.com blogs and we cannot install plugins, upload any third party themes, create child themes or our own themes or edit templates.

  The only themes you can use on a free hosted WordPress.com blog are those found here > Appearance > Themes and showcased here > http://wordpress.com/themes/

  There is no upgrade you can purchase that changes that. http://support.wordpress.com/com-vs-org/
