I’ve checked your account and the error I’m seeing indicates the payment was declined by your bank or card provider — I recommend contacting them for more information before trying again.

Your first payment to WordPress.com was declined but I see you have since been able to upgrade to a plan which includes the custom domain, preciousplasticlb.com:

We were unable to process the first payment because your card was declined so I think you are seeing the second successful payment on your statement. Can you confirm whether you are seeing two separate charges there or just one? You’ll notice only one charge is listed on the Billing History page I linked to above.
