  I want to upgrade to premium, but the only payment option given is the annual one, saying that it would cost me $7.50 p/m but there’s no option that I can do a monthly payment. Am I able to sign up for monthly payments or do I have to make a payment once off.

  There are no monthly payment plans at WordPress.com. All upgrades need to be paid for annually (or for 2 years) in advance.
