Payments Disabled?

Just signed up and attempted to upgrade but it states the payments are disabled to report a bug report. Is there any way around this so I can upgrade off the bat?

Getting error “HYMNCA” when trying to add a payment method and also states to report a bug when I try to upgrade, “Payments Disabled”. -
