  You can add a PayPal button to any WordPressdotcom site by following this guide: https://en.support.wordpress.com/paypal/view-all/ There’s no need to upgrade. However, we cannot add the PayPal plugin or any other custom plugin here. More on plugins here: https://en.support.wordpress.com/plugins/
