How do I receive payments through paypal on my wordpress blog? Do I only need to upgrade to a business account? How much is that? I heard $6 a month.

There is no such thing as a “business upgrade” here at WordPress.com. All free hosted bloggers can only use the unencrypted PayPal donation button. We cannot use the encrypted button at all as the software will strip the code out if we post it. I’m afraid e-commerce isn’t possible here at WordPress.com, and there are no plans to develop anything for that at this time.
If you require e-commerce/shopping cart functionality, there are no restrictions on e-commerce if you setup a self-hosted WordPress.org blog instead of a free hosted WordPress.com blog. See here to learn the differences: http://support.wordpress.com/com-vs-org/

There is no “business account” at WordPress.COM. You can use a PayPal Donate button depending on what you use it for.

Some bloggers like to use the contact form as well as it provides all the contact information from their customers who make their donations through PayPal.

Oh really, auxclass? Hasn’t changed since last I asked? I didn’t remember asking, so excuse the hell out of me.
I NEED TO SET UP RECURRING PAYMENTS, so how do I do that? You’re saying changing to wordpress.org is the only way?

If you are satisfied with attempting to set up “RECURRING PAYMENTS” by means of an unencrypted PayPal donation button then proceed to do that. However, if you want to have a blog that is fully equipped for eCommerce transactions then that’s not possible here at WordPress.com so hiring a web host and setting up a WordPress.org install is the logical choice.WordPress.com vs WordPress.org: The Differences
