Paypal charging vat twice

    I have product pricing set inclusive of Vat.

    At checkout everything appears normal and pricing and totals are all correct.
    PayPal checkout the total price appears correct and once press make payment when diverted back to website it shows PayPal has added the VAT/Tax which was already added again and the payment decline due to over charging.

    How cam I fix this.

    I have tried 5 times and 4 of the 5 times this happened and 1 time it processed as normal with the correct amount
